This option doesn't just come with a level 30 character - it's ideal. If you have existing characters or not, somewhere on the page it opens will be an option to Create a New Level 30 Character. This varies from platform to platform, but a prompt in the bottom right of the main menu will tell you what it'll be on your system of choice.
